Q: What is the typical development time for developing a certification program. It took me approximately 18 months to develop an international certification program. Is this on target or am I behind?
A: My guess is you are right on target with 18 months.
My experience is that 18 months development time is enough time, but not too little or too much.
If you are also doing market research (audience, need, competition), feel free to spend up to 2-3 years, as long as you don’t miss out on the market window or lose out to the competition. But the rule is the more time you can spend in market research, the better.
In terms of developing a course, the average course takes 3-9 months to develop, with six months being a good average or plan.
So for a certification or certificate program, 18 months (assuming either more than one course or a more indepth course) I think means you are right on track.
